Minutes of the Dunnington Parish Council meeting held on 9th November 2020. (Virtual)

Present: Cllrs G Shaw, A Dykes, J Maggs, L Turnbull, D Swallow, J Farmer, N Ford, M Thompson and J Brooks

Three members of the public were also present

Before the meeting started Chairman Gill Shaw stated that item 10 would no longer be on the agenda. Also that the Press and Public should be excluded for item 12 after the discussion takes place – the Parish Council voted and this was resolved.

1                       FORMALITIES

1.1                 Apologies and reasons for non-attendance

Cllr G Kay - not able to attend Virtual meeting

Cllr G Calvert – not able to attend virtual meeting

1.2                 Parish Council approval of Apologies and reasons for absence

The Parish Council approved Cllr S Hardwell apologies

Apologies for Cllrs G Calvert and G Kay were accepted on this occasion but after discussion the PC decided that for future meetings this would not be an acceptable apology and the Councillors would be informed.

2              POLICE REPORT

2.1          Police Report was discussed and incidents not on the report were also advised and            discussed.

3              PUBLIC PARTICIPATION

No members of the public wished to speak.

4              INTAKE LANE PARKING

4.1          Cllr A Dykes updated the PC. The Ward Grant will cover most of the proposals so these will            go ahead and only the sleepers will be put on hold for the time being. A licence application       will be made to City of York Council. 

5              YORK DESIGN WEEK EVENTS – THINKING YORK FROM THE VILLAGES

5.1          Cllrs A Dykes and J Maggs have had discussions with 2 representatives. It was felt that there         are good concepts and debates taking place.

6              MEETING DATES 2020-21

6.1          Parish Council agreed the previously circulated meeting dates for 2021-22

7              REQUEST FROM THE PLAYING FIELDS ASSOCIATION IN RESPECT OF FUNDING AND VAT                 ISSUES

7.1          The Parish Council, as Trustees, considered the request from the Playing Fields Association            for additional funding.

7.2          Parish Council to look at funding request in respect of VAT implications. After discussions it           was decided to approach the YLCA for advice on VAT.

8              NOTICE OF CONCLUSION OF AUDIT INSPECTION DATES

8.1          Parish Council to decide publication dates for Notice of Conclusion of Audit 2019-20 - Agreed

8.2          Parish Council to decide cost of provision of copies of AGAR 2019-20 – Agreed £2

9              PARISH COUNCIL VACANCY

9.1          Parish Council discussed the outcome of the vacancy notice and the decision was made to             now follow the co-option procedure to fill the vacancy.

10           HAGG WOOD/HASSACARR FINGER POST SIGN

10.1        Parish Council to consider removal of the Hagg Wood/Hassacarr finger post sign on           Common Road – this item was removed from the Agenda

11           H31 – PLANNING APPLICATION - 20/01626/FULM  

Cllr G Shaw (Chairman) was excluded from the meeting and Cllr J Brooks (vice chair) took the meeting until after item 11

11.1        Parish Council to approve calling this planning application in to the Secretary of State if the           CoYC planners recommend that this planning application is approved by the full             CoYC      Planning Committee - Resolved

11.2        PC to discuss and decide if they should engage the services of our planning consultant in                preparing the submission if necessary for a small fee. - Resolved

12           CHRISTMAS TREES

12.1        Parish Council to discuss and agree the cost of engaging a company to erect the Christmas            tree brackets and trees for Christmas 2020 – The Parish Council discussed options then a           vote took place to accept the quote for installation and removal. The Xmas tree lights were  also discussed and Cllr J brooks will find out if the lights are PAT tested. Quote was accepted.

13           YORK STREET DUNNINGTON (PARKING)

13.1       The meeting with City of York Council has been delayed due to the COVID restrictions

14           EMAIL REQUEST FOR MEMORIAL

14.1        Parish Council discussed the request. Clerk will contact the sender with suggestions and costs.

15           CLAIM FOR DOUBLE TAXATION 2020-21

15.1        Parish Council agreed the Clerk will submit grass maintenance costs for this year plus costs            for the salt bins.

 

16           READING ROOMS UPDATE

                The Chairman attended the meeting of the Reading Rooms Committee and reported back on       what had been discussed

17           CREATION/REOPENINGOF THE FOOTPATH ALONG YORK ROAD FROM HULL ROAD           (A1079) TO DUNNINGTON

17.1        Update was given by Cllr J Maggs who has been in discussion with City or York Council and             Ward Councillor. Cllrs John Maggs and A Dykes will bring back a proposal to be submitted to     COYC.

18           DONATION TO ROYAL BRITISH LEGION POPPY APPEAL

18.1        Parish Council agreed donation of £100

19           PATHWAY FUNDING ON YORK ROAD

19.1        Parish Council to discuss and agree to provide funding, as a last resort if required to          supplement Ward funding towards the cost of creating a "path way" on York Road – further               discussion is still required.

 

20           LOCAL AND NEIGHBOURHOOD PLANS

20.1        Update on the Local Plan  - nothing new to report

20.2        Update on the DPC Neighbourhood Plan/Housing Allocation – Cllr A Dykes gave an update,           he is corresponding with the consultant.

21           FINANCE AND CORRESPONDENCE

21.1        Full updated Accounts and Accruals to date for 2020/21 as follows

PC Expenses incorrect should be £87.49, Playpark costs £132

21.2        Correspondence – no comments on previously circulated correspondence

21.3       Report Finance and Strategy group – Cllr A Dykes had nothing to report

 

22           REVIEWS

22.1        Local projects   - Cllr A Dykes is progressing the noticeboards and an order can be placed

22.2        PFA Update – Cllr J Farmer reported that it is a really difficult time for the organisation but           everyone is working hard to start both sport and sports club. The current situation will            mean starting again in December. The main issue is now the financial position of the sports        club. The boxing day walk will still take place in some format.

22.3        Communications – Cllr D Swallow reported on the visits to the website

22.4        In-Bloom - Cllr J Brooks reported that the working party took place and the baskets have               been removed.

22.5       Environment – Cllr L Turnbull reported that the trees have arrived for the cemetery hedge            project and the preparatory work has been completed. Notes have been written for any         volunteers to ensure compliance with government guidelines.                                                The Parish Council noted that it is very grateful to the local volunteers.

22.6       Cemetery – Cllr N Ford had nothing new to report but wished to give thanks to Environment        Group members for all their hard work in bringing together the hedge project.

22.7        Playpark – Cllr J Maggs reported that the park has been cleared after Halloween and there            is one more grass cut to complete.

22.8        Transport – Cllr J Maggs reported that additional VAS cameras will be installed and a       proposal has been put forward to install HGV signage.

22.9        Ward Committee  - Nothing new to report

22.10      Scouts and Guides – Cllr A Dykes reported that we are looking at ensuring all the work is                carried out with the funding we have received.

22.11     Parish Land and Allotments – Nothing new to report

22.12     Dunnington School – Nothing new to report
